    "content": "Thank you, Madam Temporary Speaker. I rise to support this Bill, the amendment to the Sports Act. As I do so, I am a firm believer that for us to get any sort of progress, we must consult county governments. We are the House that protects devolution. We are the House that fights for more resources to go to counties. I was agonising on how these funds can be set aside, knowing very well that the Constitution is quite clear when it comes to the issues of shareable revenue that is set aside for the county governments.
