Speaker, pursuant to the provisions of Standing Order No.44(2)(c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Administration and Internal Security regarding the implementation of Shirika Plan and its effect on the refugee host communities. Kenya has for many years upheld an open-door asylum policy, hosting over 700,000 refugees and asylum seekers, primarily from Somalia, South Sudan, and the Democratic Republic of Congo. The majority of these refugees and asylum seekers reside in camps within Daadab in Garissa County, Kakuma and Kalobeyei in Turkana County, while a few reside in Nairobi and other urban areas. The rights of these refugees are protected under the Refugees Act (CAP 173) which guarantees freedom of movement, the right to work, and access to financial services, among others.
