    "content": "Nowadays even your own brother or someone else who is closest to you is not genuine when it comes to money. We lost very many people as they got paid this money. Some people are carried in wheelbarrows to the payment centres, which gives a very bad image. This Bill will help us to have a body that will be responsible for the welfare of these people. If the Government really wants to help them, we need to put these regulations in place to prevent people from suffering. As an Hon. Member said, in some places, hiring a motorbike to ferry a beneficiary to a payment centre that is located 70 km away takes up all the entire Kshs2,000. A beneficiary will, therefore, get paid, spend the entire amount on motorbike transport and run back to us asking for bus fare to go back home. Such scenario defeats the purpose of one getting paid this money."
