    "content": "I recall that the last regime had intended to come up with what was called ‘Unemployment Insurance Fund’, which was supposed to be contributory. An employer would pay part of it and an employee would pay the other part. Because of the tax burden Kenyans face, this regime has come up with this innovative idea of giving direct support from the national Government. It is important for Kenyans to know that many countries have a similar system. For example, Australia has a non-contributory social welfare system like the one we are introducing. South Africa has a contributory system where employers and workers pay. With those few remarks, I fully support this initiative and thank you for the opportunity."
