    "content": "This amendment is meant to accord social protection applicants who may wish to appeal the Board’s decision rejecting their application opportunity, to approach the Cabinet Secretary as an optional appeal avenue or appeal directly at the High Court. This is because many vulnerable persons may not be sufficiently resourceful to make a direct appeal at the High Court due to their existing vulnerabilities. An applicant who appeals to the Cabinet Secretary responsible for Social Protection will be at liberty to further appeal at the High Court, if he or she wishes."
