"content": " Thank you, Hon. Speaker. I thought I had answered that question, but let me try to give that clarification. Between 2016 and 2021, the money in contest that was being administered by the county governments was the Kenya Urban Roads Authority (KURA) and the Kenya Rural Roads Authority (KeRRA). What seems to be in contest was what was taken away from the county governments, which was the KURA and the KeRRA amounts. If you may recall, if we are to go back historically between 2016 and 2021, these amounts were being administered by the county governments. We just returned it to Parliament. When the contest came, it was about KeRRA and KURA. The Kenya National Highways Authority (KeNHA) is not in the contest. It has never been administered by the county governments. As I explained, what we basically did was to withhold the ratios in the share of 15 per cent as a share of the 47 counties which is 15 and 32 per cent. I want to provide leadership and ensure that we seek that mediation at the highest level and unlock this challenge. I think that is more important."
