When I read this Protocol, I thought there would be no debate about whether we would ratify the Treaty establishing the IGAD because we are part of the greater Horn of Africa. We are on the Indian Ocean rim. We occupy both a strategic and central position in this region, and that is why the IGAD is very important for us, both strategically and geo-strategically. Kenya, Uganda, Djibouti, Ethiopia, Somalia, Sudan, and South Sudan constitute the IGAD."
