    "content": " Mr. Speaker, Sir, he can always revise my timetable, but the point is this, on a very serious note: Imagine a situation where Cabinet meetings that have to deal with matters of national security have actually to be done in the full glare of television cameras. Is it not the case that, because of the nature of some of the business that comes before this House, sometimes we would want to have sittings of the National Assembly held in camera? I do not think we have come to that stage yet. Certainly, there is going to be a lot of reforms. We have declared this year the reform year. Let us hear what Kenyans think, even as we look into the matter of the new constitution. I want to assure this House and the country that His Excellency the President is fully in charge and that he is discharging his duties and responsibilities as the Head of State, and, may I add, Head of Government."
