    "content": "This should go on record. The Senate is not fighting bursary, but only saying that we put this money in school and make education free. We are not saying that counties should not give bursaries. We are telling counties that if we make education free, the monies they were paying for education will be used to make roads, better the healthcare and pay better salaries to their people."
