As far as quorum is concerned, while the practise is that Committees of this House usually have a quorum of three, the quorum requirement for the PSC set under the procedure set up by the PSC are 12 Members, with six Members coming from each side of the Grand Coalition divide. The need then is that these matters being very critical get the highest consideration and these decisions were taken by consensus.
