As the House has now heard, the County Assembly is divided into two; one group is holding meetings outside the usual Chamber and the other team, with a sitting MCA purported to be a speaker and court rulings that seem to complicate the situation further. Members of the Committee on Devolution and Intergovernmental Relations have listened carefully to the contributions of Members.
