    "content": "Secondly, we must devolve all funds for the functions that are devolved. That is the reason my party and party leader have taken a position on the Road Maintenance Levy Fund (RMLF) and National Government-Constituencies Development Fund (NG- CDF). He said that as far as roads are concerned, the Fourth Schedule of the Constitution is clear. There are only two levels of roads. We have national and county roads. Every single shilling that is supposed to go to counties for maintenance or construction of roads has to be released to county governments."
