"content": "I hope that I am still responding to comments made by my colleagues on the Division of Revenue Bill (National Bills No.10 of 2025). In this country, you can follow things and you wonder. We want equity. There is a point that I said, but it perhaps got lost. In the new formula, the Fourth Generation Formula, there is an element called the gross county product which looks at how much a county has been able to produce. The question is; what will you produce if you have not been enabled by the national Government? You cannot produce if you have no roads and your people are not healthy. There are counties that have seven level five hospitals while most rural counties, where most of us come from, only have one. You will even find that those hospitals are only Level 5 by name. Some counties do not even have those Level 5 hospitals. If people want us to measure the productivity of every county, then we should also measure the investment of national Government in those counties. With that, we will know that we have put a Kshs100 billion in county X, therefore, we expect a return factor of this much. If the investment by national Government is Kshs1 billion in my county, they should not expect anything."
