"content": "Mr. Deputy Speaker, Sir, cooperatives play a fundamental role in the social economic development by harnessing the collective economic participation. They promote financial inclusion and support local enterprise, ensuring that local economy works, as I have explained. In Part I, which comprises of clauses one to five, these are ordinary provisions of a Bill, which is the title, objects and the guiding principles.
