    "content": "Thank you, Mr. Speaker, Sir. I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Finance and Budget on a matter of national concern regarding the effective operationalization of the Victim Protection Trust Fund, which is closely linked to the Child Fund. In the Statement, the Committee should address the following- (1) The status and progress made in implementing public finance management regulations aimed at fast-tracking the finalization of the draft regulations governing the Trust Fund. (2) The measures in place to enhance the effectiveness of the fund in response to all deserving cases while minimizing the risk of duplication or multiple benefits, considering that victim protection is currently spread across various legislations with differing mechanisms. (3) Whether the Victim Protection Fund has considered developing a comprehensive funding needs assessment model to estimate the overall financial requirements important in informing budgetary engagements with the National Treasury and development partners.
