    "content": "I thank you, Mr. Temporary Speaker, for giving me this opportunity to make a comment on this. There are some clarifications that I would like to make here that are very important. We share revenue in two forms. Number one is the revenue that we share from equitable shares required under Article 202. Where there is money we share between the national and county governments. That informed our Division of Revenue Bill, which we discussed last time. Secondly, we fight here for additional allocation to counties. Regarding additional allocation to counties, there are four areas where this money comes from. One has been contentious. I will go back to it because my Chairperson has been implicated in this. I need to explain to the House why it was important for the Chairperson perhaps not to put it on his talking notes. The counties must note that as a House, we fought for this and ensured that out of what the national Government gives us as share under Article 202, they can put additional money to counties. In total, we are sending to counties Kshs8.4 billion out of the additional shares from the national Government. Apart from that, we then have additional allocation from unconditional allocation from court fines.
