"content": "(b) payable to the National Government, County Governments and communities respectively.” Mr. Speaker, Sir, I will not bore you with much, but it goes further to share the apportionment in terms of percentages that must go to the national Government, county governments as well as local communities. That schedule is already there and is established by law and subsequent Regulations. It is not that the Chairperson of the Committee on Finance and Budget was not aware of this. We canvassed on this and he is well informed. I am also well informed as a Member of that Committee. Sen. (Dr.) Boni Khalwale and other Members are just as informed. It is only that this schedule is already prescribed for by law and that is why it did not feature on this. With that, I support this Schedule and encourage that we keep on fighting hard, so that the National Treasury does not only share these schedules for us to pass, but they must honour these schedules as well in order to ensure that those monies go to counties on time and reach our people in the same spirit as the equitable share; which is fathered by Article 219 which provides for money to reach those counties in time, without undue delays and in the measures that have been passed in this House. Mr. Temporary Speaker, Sir, I hope that we will go into a good ride with the National Assembly and the National Treasury in making sure that in future schedules and county additional allocation of resources, money will be allocated to the UHC workers for them to be included in this kind of schedule so that they get their money. I thank you."
