    "content": "Madam Temporary Speaker, I support colleagues who are of the view that we take time for more consultation on this matter. I belong to one of the so- called small counties that do not get enough sharable revenue. We thought that we have a lot of issues that we need to address the committee and Members in general because it is becoming untenable to manage small counties. Even as we say that, the Constitution is very clear. Article 203(1) highlights factors that must be considered when designing the formula. It states that there must be no economic disparities within and among the counties. That is a very important factor. It also talks about the need for affirmative action in respect of disadvantaged areas and groups. On that basis, we need to listen to the 11 or so counties, which have this challenge. Secondly, Madam Temporary Speaker, there are two formulas that we are discussing. There is a formula by the Commission on Revenue Allocation (CRA), which bad as it is, gives an advantage to smaller counties compared to the formula proposed by the committee. We would like to look at these issues critically. For example, the CRA formula gives my county Kshs609 million while the committee formula gives my county Kshs263 million. Therefore, there is a loss of about Kshs340 million. On that basis, we need more consultation."
