I would request the leadership of this House to consider if it could be possible for us to have the kamukunji on Thursday, so that we can conclude on this matter. In the following week before we break for recess, we should be able to debate and adopt the allocation of revenues to counties. Madam Temporary Speaker, this is critical. I agree with Sen. Aaron Cheruiyot, the Senate Majority Leader, that for the 11 counties, unless the allocation reaches a minimum of Kshs6 billion, we might not see any meaningful development in those counties. There can be arguments that those counties are small. However, take an example of Elgeyo-Marakwet or a Lamu County. For the people of Lamu County to cross the ocean to be on the island, they have unique challenges and that is why they qualify to be a county. To construct a one-kilometre road in Elgeyo Marakwet County, a county that is 98 per cent hills and valleys, would cost close to Kshs5 million, while to construct one kilometre of road in Uasin Gishu will cost a maximum of Kshs1.5 million. So, Madam Temporary Speaker, it is critical that this kamukunji happens the soonest, so that we are able to discuss and dispense all of this matter. This being an ‘upper’ House, which easily agrees because we are a House of reasonable men and women, I think with a kamukunji we should be able to resolve these matters."
