    "content": "Mr. Speaker, Sir, I want to say that the people of upper eastern are generally very grateful for the Government efforts as concerns this great highway. We have waited for too long. It is like a dream that has come true. However, while we commend the Government efforts, I believe donor funded projects also do have Government components. While we are waiting for the donors to organize themselves and embark on the serious sections of the work, do you not think it is imperative that the Government component can as well begin, so that by the time the donors are ready with their funds, substantial works using Government funds will have already taken place and progress will have been made?"
