    "content": "Madam Temporary Speaker, there needs to be Annita Jepkorir guidelines on how to handle patients within public and private hospitals. It is not just the doctors. The doctors should be the last people who should come to meet the patients when they have lost their loved ones and when they have to make difficult decisions. There has to be someone who is trained in counselling and psychology who can sit with the patients and advise them before they make decisions on whether a person needs to take surgery or not.
