    "content": "I like the creativity behind the proposed clauses 5 and 6. Before that certificate is offered to a foreign investor, they must show that they are going to create employment for Kenyans. They must show that they will bring modern skills compatible with the state-of-the-art technology in Kenya. They should not bring outdated technology. They must show that their foreign investment is going to contribute to tax or other Government revenues in this country. They must show that somehow they will transfer technology to Kenya. They must show that their investment is going to bring value addition to the processes of natural agricultural resources in this country."
