You just wonder why this process cannot be done way in advance, if it is necessary at all. But if we argue for minimum qualifications, if you have a university degree, anyway, the issue of Kiswahili or English certificate is irrelevant. So, it is important that we do away with some unnecessary baggage that has been there because it is a tradition."
