    "content": "We know that there has been a backlog that must be addressed. However, we should address it in light of the ruling in the High Court Case No.HCJR/E082/22023 that invalidated the findings of the Committee of the County Assembly of Nairobi in view of the recommendations. I, therefore, urge the House Business Committee, the Office of the Clerk of the National Assembly, and the Parliamentary Service Commission, that for the work of all the watchdog and oversight committees to have any legal or constitutional effect, we must comply with the provisions of the Constitution to ensure that audit reports are debated and approved by Parliament within three months after tabling by the Office of the Auditor-General. In the old Audit Act and the Constitution, the Office of the Auditor-General is required to review and table the reports six months after the end of the financial year. The financial year ends on 30th June of any given year. That means that by December, the Office of the Auditor-General must have reviewed and submitted the reports to Parliament."
