Speaker, I beg to give notice of the following Motion: THAT, aware that Article 95(2) of the Constitution provides that the National Assembly deliberates on and resolves issues of concern to the people; further aware that the Higher Education Loans Board (HELB) is mandated to provide financial support to Kenyans pursuing higher education through loans, bursaries and scholarships; noting that students enrolled at the Kenya Medical Training College (KMTC) currently total approximately seventy thousand students, with thirty thousand of these having joined the institution in 2024; concerned that, forty per cent of the KMTC student population require financial support similar to that offered to students in other public tertiary institutions such as technical training institutes in the country but are excluded from receiving HELB support; appreciating that education funding plays a vital role in enhancing access to education for Kenyans, hence boosting the economic growth of the county, this House therefore resolves that: 1. The government, through the Ministry of Education, facilitates the issuance of HELB loans to students at the KMTC. 2. If no funds are appropriated for this exercise, approval is hereby granted for the National Treasury to release funds amounting to not less than Ksh1, 500,000,000 to the Higher Education Loans Board pursuant to Article 223 of the Constitution for loans to KMTC students, and that such release be regularised through Supplementary Estimates III for the Financial Year 2024/2025.
