    "content": "Madam Temporary Deputy Speaker, as we go on, I think it is extremely important that, as leaders, we must always remember that our role is to offer solutions where there are problems in the society. The people who died in Mathira were not Kikuyus, they were not people from Mathira, they were Kenyans. These are Kenyans upon whom the Government must always provide security at all times. I think it is extremely important that we work together. We should work with the security forces to ensure that people are able to live and work at any place, any time without fear of any criminal gang. Madam Temporary Deputy Speaker, I wish to state that the problem of Mungiki in Central Province is, indeed, not restricted to Central Province. The issue of unemployed youth in the whole of this country has been a big problem. In Rift Valley, for example, theft of cattle and other animals has become a perennial problem. It has become extremely difficult to deal with it. We must look at the root cause of these criminal gangs. They start as very small youth groups that force people to pay taxes for certain services and before long, they gain a leadership structure that finally becomes extremely difficult to deal with.
