    "content": " Thank you, Hon. Speaker. As Hon. Daudi has said, the answers given by the Cabinet Secretary do not make sense. The regulations they are relying on were published in 1985 before the new Constitution was enacted. As we speak, those regulations do not even have the full force of law. I request that these regulations be brought before this House so that we can look at them critically and see whether they are fit for purpose. They cannot talk about insecurity all the time and deny Kenyans the opportunity to travel seamlessly in the country. I want to request through your Office that those regulations were done in 1985, before the new Constitution, and they do not have the full force of law. They are illegal in the first place. I urge that they be brought before the House and the Select Committee on Delegated Legislation so we can examine them critically."
