    "content": " Thank you, Hon. Deputy Speaker. I want to add to what my colleague has said. During the interrogation on the issue of SEQIP, we learnt that SEQIP covers 131 constituencies in this country. There was poor workmanship even in the administration of the whole project. We agreed that there was a change of policy in two things. One, that the procurement will never be centralised anymore. Two, that the Ministry and our Committee undertakes a very clear tour and oversight of all the projects that had not been completed. The fact that Hon.
