    "content": " Hon. Temporary Speaker, the discussion is about roads. Good roads mean good to any serious economy. The roads in Kenya are either poor, not there or inequitably distributed. Good roads reduce accidents. If the roads are upgraded to dual carriageway, road safety is enhanced. Good roads also save time. There is also the issue of security. Hon. Temporary Speaker, as bona fide resident of North Eastern, you are aware that security is an issue in that part of Kenya. Good roads will help address the issue of insecurity. Most of our security roads are not motorable. This Bill will be good riddance to the people who stalk motorists in those areas.
