"content": " Thank you for this opportunity. The Bill seeks to entrench the National Government Constituencies Fund (NGCF), the National Government Affirmative Action Fund (NGAAF), and the Senate Oversight Fund (SOF) in the Constitution. Constituencies’ funds has done what other Funds have not done. The argument of those who have been sporadically going to court regarding this fund and the other decentralised funds is that this is against devolution. However, they should remember that the NGCF is part of the national component of revenue. Even if abolished, the share will not go to counties. It would still be part of national government funds. Hon. Temporary Speaker, people have talked about separation of powers. As we know, the role of a Member of Parliament is representation, legislation, and oversight. If you look at it, their role in the NGCF and the Senate Oversight Fund will be purely oversight. The National Government Constituencies Development Fund NG-CDF has a clear structure where there is no participation by the constituency Member of Parliament. It has a national board with representation like all other boards. We vet the chairperson here just like we did for all other boards and Semi-Autonomous Government Agencies (SAGAs) of the national government. That is part of our legislative responsibility.
