    "content": "Free primary and secondary education has enabled many children to go to schools. However, we do not have enough teachers in primary schools. Are pupils getting educated anyway, when we have eight classes with two teachers or 14 classes with three teachers? What are we saying really? We are taking those children there, just to grow in those schools, but they are not getting education. They should have the opportunity to be educated. We should not cheat ourselves that just because somebody has gone to school and he is sitting in a classroom, he is getting education. Education does not mean sitting in a classroom. Education is getting a teacher who will give instructions and the child will start to learn."
