    "content": "I look forward to the time when we will have the first President addressing this Parliament. My own suspicion is that it is likely to be President Kagame. I do not want to jump the gun if he comes here in the next few days. We will then see that we truly need a reform programme embracing the spirit of East Africans even as we streamline our own borders so that the story we hear from Kacheliba and that of Migingo will have to be diplomatically and expeditiously dealt with."
