"content": " Mr. Speaker, Sir, I beg to reply. (a) I am aware that Lamu was designated as the âSixth World Heritage Siteâ and that a new port is to be developed in the area. The local people have not been dispossessed of their land and the establishment of a new port is in line with Vision 2030. That is expected to empower the locals as a result of the economic activities that will be generated by the project. (b) The Ministry has a deliberate programme for the Coast Province and Lamu in particular, whereby a land profile is being done to identify committed and uncommitted land and also land occupied by the indigenous people. This is meant to ensure that the rights of the locals are secured. Indeed, a number of communities are going to be issued with block title deeds for the land they occupy while several settlement schemes have also been established. In the past, it was perceived that the beneficiaries of the allocations were outsiders but efforts are geared to change this perception."
