Supplementary budgets are very important because they allow the Government to respond to emerging circumstances and address urgent needs affecting the people of Kenya. However, are we in order as a House to depart from procedure and tradition where representatives of the people at the Committee level are given the opportunity to scrutinise the Supplementary Estimates and advise? Why are we looking at the Supplementary Estimates on the Floor of the House at the time of passing it when we should have been given the opportunity to scrutinise it earlier? Thank you, Hon.
