It is a symptom that at the beginning of the budgeting process, we seem to have problems with proper forecasting and understanding of our responsibilities. For example, there was a promise to extend the railway line to Malaba, yet we are now reducing railway transport by Ksh1.9 billion. Are we keeping our promises? Are we keeping our word? The promises made outside the House appear to be empty rhetoric, not grounded in law."
