    "content": "Secondly, Mr. Deputy Speaker, Sir, the President talked about the national food crisis. In this country, it is estimated that over 10 million people need urgent food assistance. Out of those, 3.7 million people are in Arid and Semi-Arid Lands (ASALs). Half a million are school children. That has happened because ASALs have gone without rains for close to two years. I am not, of course, isolating the problems that Internally Displaced Persons (IDPs) are going through. They are facing an acute lack of food. Urban dwellers are also facing the same problems."
