"content": "Mr. Deputy Speaker, Sir, you will realise that there has been creation of quite a number of districts. We are talking of taking services closer to the people. I agree that the services will be closer to the people. However, this has to be done together in consultation with the Ministry of Finance. Do we have enough resources to run them? If we do, it is crucial that coding for these new districts is also done, so that proper budgets are given to those districts. This will ensure that there is no hue and cry after July when they have no allocations in the budget. It is crucial that the Ministry of Finance moves very fast, to fast track the issue of the coding of the new districts, so that they are accorded their budgetary allocations for purposes of their development."
