    "content": "With regard to agriculture, I am happy that the President underlined the need for irrigation agriculture. It is unfortunate that we spend a lot of money on imports we could do without. The President indicated in his Address that Kshs8.5 billion has already been spent on maize imports. This is the case and yet we can produce maize and wheat in our country. However, we are unable to produce enough because we heavily rely on rain-fed agriculture."
