"content": "Mr. Deputy Speaker, Sir, currently, we are faced with famine in this country, which has been declared a national disaster. Animals are dying. We see livestock being sold at less than Kshs1,000 per cow. We would like the policy on livestock really to take into account these calamities. During their campaigns of 2007 General Election, our political parties went a step further to even propose livestock insurance. This is the time livestock insurance policy is most required. The Kshs500 million given to the Kenya Meat Commission (KMC) to do livestock off-take is not only peanuts, but inaccessible. The rules and procedures put in place by the Ministry for livestock farmers to access that money is totally impossible. So, in the proposed livestock development policy, a lot must be done to safeguard that industry."
