    "content": " On the second question, the Member wanted to know what the Ministry has put in place to ensure that the SACCO complies with established regulations, particularly in financial reporting and holding of regular meetings. The Ministry, working in collaboration with county governments, will intensify supervision and inspection of all cooperatives to ensure adherence to the Cooperative Societies Act and the Cooperative Rules. On the third question, the Member wanted to know what the Ministry is doing to enhance oversight of cooperative societies in the country to protect members' savings. The Ministry is undertaking the following measures to ensure the protection of members’ funds: 1. Review of the Cooperative Societies Act to strengthen the law in areas of governance, clarity of responsibilities between county governments and the national government, among others. 2. Noting that the cooperative administration is a devolved function, while on the other hand the cooperatives movement is interlinked nationally from the grassroots to the apex, the Ministry, in collaboration with the State Department for Devolution, the Intergovernmental Relations Technical Committee (ITRC) and the Council of Governors (CoG), are defining and developing a reporting framework to facilitate quick interventions. 3. Carry out capacity building for cooperative officers in county governments with a view to improving the quality of inspections on cooperatives. 4. In collaboration with county governments, identify all dormant cooperatives existing in the register to liquidate them. Hon.
