"content": "Mr. Deputy Speaker, Sir, the Government has failed to protect water towers in this country and in particular, the Mau Forest. I have never understood what the controversy is all about. The people who are in the Mau Forest have title deeds to their pieces of land. Some of them are squatters who have lived there for a long time. The solution is simple, pay them off. I am sure, with Kshs1 billion, you would be comfortable rather than debate on how to evict people who have title deeds and you do not want to pay them. If a Government gives people valid title deeds, then it has a duty to compensate them. The longer it takes, the more we continue destroying the forest. Politics aside, let the Government set aside and repossess the land through the Compulsory Land Acquisition Policy and pay off the farmers."
