"content": "Mr. Deputy Speaker, Sir, I want to relate this issue of reforms to the marginalized area that I represent. There is not a single kilometre of road passing through Isiolo ever since we got Independence. That means that there has not been any change in that sector and yet money has continued to be allocated to that department. If you look at education, where the results are announced every year, the marginalized areas are at the lower bottom and that does not change. We continue to vote money to the Ministry of Education because we want that part of the Republic to be like the rest of Kenya. Unless we bring in radical reforms, then we should not expect those parts of the country to be like the rest. If you neglect any part of your body, then you cannot expect to be healthy. You cannot expect a better life when you ignore 80 per cent of this country. Look at what we have done in the name of the Ministry of State for Development of Northern Kenya Development and other Arid Lands which has no resources. How are they expected to change that part of the country? Year in, year out, we have seen famine in some parts of this country and people continue living on relief food and nothing is being done.
