"content": "Mr. Temporary Deputy Speaker, Sir, His Excellency the President made reference to Migingo Island. He must be aware that one of the instruments that created the East African Community (EAC) is the East African Court of Justice in Arusha. The court was established to resolve disputes that arise between member countries among other things. If it is true that Uganda is taking claim of Migingo Island which is in Kenya, then the legal process would have been not just to lower the flag. We will not apologise for that. That flag must be removed, and this has been done. All the Ugandan military personnel on Migingo Island must be removed and if there is a valid claim, let the Government of Uganda file a case at the East African Court of Justice in Arusha. It is important for us to do this."
