    "content": "We have been having challenges with the counties not because we have not allocated them amounts that can help in delivery of services there, but because of delayed disbursements. That is the next issue that this House should push for, so that disbursements are made according to the schedule that we will come up with. While still at that, we must also tell the 47 governors that the enhanced amounts must be used mostly for development and not on wage bills.
