    "content": "The disbursement schedule will be important. Secondly, governors must do more development rather than paying for wage bills and other unnecessary matters. They also need to look at pending bills and clear them, so that more money can be used for development. We must tell rogue governors who think that when these amounts are sent to them, they can spend the same for purposes other than those that serve the people of the counties that they are elected to serve in. A case in point is one governor. That is none other than the Governor of Nairobi City County who said in public that he was going to protect Nairobi. We want to tell such a governor that these funds that we have worked so hard to negotiate for must be used for the good of the people in the counties and not for any criminal activities. Goons must not be financed from the amounts that we have negotiated for the counties."
