    "content": "the Government aims to address those challenges as highlighted in Pillar Two on integrated service delivery. The Shirika Plan adopts a development-oriented approach and aims to expand existing infrastructure in refugee hosting areas including in education, health, shelter and housing, water and sanitation, roads, energy and electricity and social protection. Currently, Kakuma has 14 boreholes, 27 schools, 8 secondary schools and 8 health facilities, one being Level 4. Dadaab on the other hand has 29 boreholes, 24 primary schools, 6 secondary schools, four Level 3 hospitals and 8 health posts."
