    "content": "Therefore, it is important for us, as a House, to again look at the Public Enterprise Privatisation Act, so that we can expedite processes that would help unlock the potential of the private sector and its participation in turning around the economy, so that it can expand our job creation network. Mr. Speaker, Sir, with the economic downturn, and with the challenges that we face, I want to say that every challenge comes with an opportunity. As we go into the Budget this year, and with the input of this House that is imminent, given that this House is positioning itself to have a greater say on how public resources are spent, I want to encourage the Deputy Prime Minister and Minister for Finance to think outside the box, so that we can look at areas where we can bring on board new ideas. We have committed ourselves, for instance, to enhancing our component of agriculture under irrigation. For the last 40 years, we have depended on rain-fed agriculture. We have very serious challenges because we are limited by factors that are not within our control. My Ministry and the Ministry of Water and Irrigation have already identified 80,000 hectares of land that we want to put under irrigation this year so as to enhance food production and ensure that our food production is stable, and not a subject of guesswork because of relying on rainfall, over which we have no control. With those many remarks, I beg to second the Motion."
