    "content": "We have 290 constituencies. The Fund receives a percentage of the national Government resources, and not from devolution funds. The money is used for national Government functions such as security, education and social support. The national Government has been unable to implement some of those functions. For example, look at the classrooms that the Ministry of Education constructed recently. It is sad because, in a few years’ time, we will be repairing the same classrooms."
