    "content": "Mr. Speaker, Sir, the other issue that is the cause of this shortfall in revenue collection is the problem of procurement procedures. Procurement procedures are blocking the Government from providing essential services to the citizens. The Minister needs to look afresh at the procurement procedures in all Ministries. A lot of money is usually returned to the Treasury un utilized because of procurement procedures. It is because of corruption. Unless a certain individual is given a certain contract, the tendering continues to be repeated on a daily basis. I urge the Minister to look afresh at these procurement procedures, so that we have an efficient way of utilizing this money."
