    "content": "Mr. Speaker, Sir, when I began, I said I support this Motion because there are quite a number of projects to be undertaken. We need to factor so much in the water sector. I do support my brother hon. Konchella that we need dams. My colleague, hon. Mungatana, said the Minister needs to look into ways and means of mitigating the recession. One of the best ways of doing so is to look at how we can have serious agricultural production during drought or rainy seasons. That is why we need this money, so that the Ministry of Water and Irrigation can move and fulfil the directives of His Excellency the President to construct the six dams mentioned in his Speech."
